Application for registering a second-hand/used vehicle (by issuing an ownership certificate, a registration certificate and a license plate

To put a vehicle originating from or already registered in another EU Member State on the road in Hungary, meaning the registration of the vehicle. (re-registration of the vehicle)

The procedure of the vehicle registration cannot be administered electronically.

 Personal administration is possible/the administrative formalities can be completed at any point of single contact (PSC or government windows - in Hungarian: "kormányablak"). The owner of the vehicle or the person acting on the owner’s behalf (e.g. an authorised person/proxy) applies for the registration of the vehicle, the issuance of the registration certificate, the ownership certificate and the license plate.

The compulsory third party liability insurance must be taken out, because in its absence the vehicle cannot be registered. Prior to registration the vehicle must be presented to the Transport Authority, where the technical data and roadworthiness of the vehicle are established/determined and as a result the Technical Data Sheet and the Certificate of Roadworthiness are issued, which must be presented at administration. A registration tax relating to the vehicle must be paid to the National Tax and Customs Administration (NTCA).  More information about it can be found in the NTCA Information Booklet No. 67..

Prior to registration the preliminary vehicle authentication/identity checking must be carried out at any inspection station. The preliminary authentication/vehicle identity checking is an official procedure aimed to determine the vehicle identification data and the authenticity of the vehicle documents. The result of the vehicle authenticity checking is certified by an administrative certificate that must be presented at the administration.

At the registration the property acquisition duty, the number plate fee, as well as the duties for the registration certificate and the ownership certificate must be paid.

Ownership of the vehicle must be certified because the vehicle may only be registered under the name of its owner.

Presence of the original registration certificate of the vehicle is very important as it should be handed over at the registration. If it is missing, the vehicle may not be registered.

 The foreign number plate of the vehicle must be handed over as well; and in addition a declaration is required if the vehicle arrived in the country on a trailer. There is no need to submit a separate application; it is prepared by the clerk using IT.

After the necessary documents have been attached and presented, and the fees and duties paid, the vehicle could be registered. The plastic ownership certificate will be mailed after its production; the registration certificate, the number plate and the corresponding registration sticker will be issued immediately. A registration sticker will be issued for passenger cars, trucks, buses and tractors. The eco-friendly cars receive a special number plate with a light green base. The eco-friendly car means an electric and a zero-emission car.

In case of late payment of the property acquisition duty, the tax authority may impose a fine.

The registration of the vehicle should be initiated within 60 days of import.

If the application is submitted in full, the authority will register the vehicle immediately, but no later than within 8 days. Otherwise, the authority will take a decision on the matter within 25 days.

Fees:

issuing the registration certificate ( (“forgalmi engedély” - allows the vehicle to be put on the road)  is HUF 6 000

issuing the ownership certificate ( („jármű törzskönyv”) which is a credit card format document) is HUF 6 000

The procedural fee related to the issuance of the registration certificate and the ownership certificate shall be paid to the procedural fee revenue collection account No. 10032000-01012107 of the Hungarian State Treasury.

Number plate fee:

HUF 8 500 (1 piece: HUF 5 500 - e.g. motorcycle)

The number plate fee shall be paid to the special revenue collection account of the    Ministry of Interior No. 10032000-01483305-39100007 kept at the Hungarian State Treasury.

Property acquisition duty:

The duty must be paid by cheque prior to initiating the procedure or, upon initiating the procedure, by credit card or in cash to the office cashier; the fee must be paid by check prior to initiating the procedure or, upon initiating the procedure, by credit card. The property acquisition duty must be paid to the property acquisition duty revenue collection account No.  10032000-0657684 of the National Tax and Customs Administration.

Remedy:

The Courts of the Capital City, Budapest District, Debrecen, Győr, Miskolc, Pécs, Szeged and Veszprém have regional jurisdiction.

 The application shall be accompanied by the public document or its copy

The application  must be submitted to the administrative body implementing  the contested act within 30 days of notification of the contested administrative act (i.e. the application  sent by mail should  be addressed or personally delivered to the government window from which the decision was received ).

Unless otherwise provided by law, the submission of the application shall not have suspensory effect on the entry into force of the administrative act. This means that regardless of the submission of the application the decision and its content are final.
