Those who are on the electoral roll of a polling station for municipal by-elections and have both their domicile and residence in the same constituency may request to vote at a polling station of their residence instead of a polling station of their domicile.
In order to transfer the registration, an application must be submitted. The application may be submitted by electronic means or by post.

Please note: The application form must be completed with the same details as indicated on the residence card and the applicant must have a valid domicile and residence. In addition, the date of notification of residence indicated on the residence card may not be later than the 30th day prior to the announcement of the date of the by-election. If these conditions are not met, the application will be rejected by the local election office.
A residential address is valid if it is not invalidated or registered as a residential home address based on information from the register of personal information and residential addresses. The validity of a residential address is verified by the local election office in the register of personal information and residential addresses.
When submitting an application, it is possible to provide a notification address to which the local election office can send a notification about the approval of the application or a decision of its rejection.
Please note: If the applicant is unable to go to the polling station of the place of transfer in person for health reasons or due to being detained, there is an option in the registration transfer application for requesting a mobile ballot box.
It is not necessary to submit a registration transfer application if the voter was on the electoral roll of a polling station of the constituency of the voter’s residence at the last general municipal elections or by-elections and still does not have a declared place of domicile in the municipality of the voter’s residence. In this case, the voter is automatically put on the electoral roll of the polling station of the voter’s residence.
Applications for registration transfer may be submitted from the 66th day preceding the voting date. The application must be received by the local election office by no later than the 4th day preceding the voting date.
Withdrawal of an application for registration transfer:
By post and in cases where the application is submitted by electronic means without authentication (i.e. not through client gateway), by no later than:

An appeal may be lodged against a decision on an application for registration transfer.
The appeal may be submitted by no later than the third day of receiving the notification of such a decision or, in the case of notification by electronic means or facsimile, of the notification being sent, but no later than the second day preceding the voting date.
The appeal must be submitted in writing to the head of the local election office that took the contested decision.
The head of the local election office takes a decision on the appeal no later than on the day following the date of its receipt.
Representation by a lawyer in the court proceedings is optional.
If the court concludes that the appeal is well-founded, it orders the electoral roll to be amended; otherwise, it rejects the appeal.
